The S12 has gathered robust indsutry feedback to develop a helpful guidance document around the topics, issues, and priorities surrounding Labour Exploitation in the Private Security Industry.

The guidance establishes a sector-wide foundation to ensuring that every worker within the security industry is treated lawfully, fairly, safely and with dignity. The guidance document provides practical direction on how those commitments should be implemented, evidenced, monitored, and continuously improved.

The S12 Charter will act as a core document for the S12 to show our commitment to accountability, transparency and professionalism. The S12 core team will own governance of the Charter to measure and evaluate the commitment of the signatories.

S12 Board members and their retrospective companies will sign the Charter and commit to promoting fair, lawful, safe, and ethical employment practices, and to working collaboratively to eradicate labour exploitation throughout the security labour supply chain.

August Workstream Meeting

Pete Easterbrook, Executive Director of Inspections and Enforcement, Security Industry Authority, presented an update around labour abuse intelligence and enforcement activity. Craig Horner (HMRC) provided an update on activity related to labour market non-compliance, and Patrick Alder presented a threat overview, covering workfroce vulnerabilities and organised criminal activity.

July Workstream Meeting

Clare Rogers from NSI provided an overview of the newly published BS10119 Standard for Labour provision. An S12 comms campaign was presented, focusing on recognising, challenging, and reporting labour exploitation.

June Workstream Meeting

The Fair Work Agency (FWA) presented at the meeting, showcasing their priorities and enforcement functions. A discussion then followed around concerns, trends, and solutions, with helpful input from HMRC representatives.

This meeting showcased key information around exploitation in the industry, including a presentation by UKSICA and an update on the latest position of the Employment Rights Act.

The workstream lead and registered members meet for the first time

The first Labour Exploitation meeting brought together industry stakeholders to set the direction for the workstream under Operation Empower. Members considered the workstream objectives, reviewed the current challenges and looked at the latest Operation Empower position.
